Leaders performing reconnaissance and surveillance tasks must understand that they often deploy before the commander fully develops the plan. These leaders must be responsive to changes in orientation and mission. The commander ensures that the staff fully plans, prepares, and assesses the execution of the intelligence portion of the overall plan.
