2-5. Commanders exercise leadership to unify the elements of combat power and ensure effective interorganizational coordination during DSCA missions. They understand the respective roles and capabilities of civil authorities and other partners. They keep in mind that Army forces conduct operations in the homeland as supporting partners. They synchronize military actions with civilian partners to achieve unity of effort through unified action. Command leadership provides purpose, direction, and motivation to Soldiers while operating to accomplish DSCA purposes and missions.
