The President may, without a request for assistance from a governor, unilaterally issue an emergency declaration and send federal assets, including federal military forces, to an area or facility over which the federal government exercises exclusive or primary responsibility by virtue of the Constitution or a federal statute. This may include federal missions, personnel, equipment, and property.
