3-54. Commanders and their staffs are not limited to Soldier and leader engagement and military information support operations to achieve stability objectives. Information operations use any capability necessary to generate effects in and through the information environment that support attainment of the desired end state. Other capabilities include but are not limited to civil affairs and civil-military operations; combat camera; public affairs; and presence, posture, and profile.
