Ultimately, stability is the set of conditions in which a local populace regards its governance institutions as legitimate and its living situation as acceptable and predictable. Actions to maintain or reestablish stability first aim to lessen the level of violence. These actions also aim to enable the functioning of governmental, economic, and societal institutions. Lastly, these actions encourage the general adherence to local laws, rules, and norms of behavior.
