Commanders do not determine how to accomplish a mission based on conserving resources or giving all subordinates an equal share; they allocate resources efficiently to ensure effectiveness. The objective—to accomplish the mission—guides every element of operations. A plan that does not accomplish the mission, regardless of how well it conserves resources, is not effective.
